CDF/Constituency devolved funds consultative forum was held in Nyahururu. The forum was held from January 24th – 26th at  Kawa falls hotel in Nyahururu, bringing together three Constituencies; Subukia, Ndaragwa and Laikipia West. Participants included CDFCs, Head of Departments, Provincial Administration and Councilors.

A parliamentary Caucus formed by 25 Members of Parliament formed with the aim of getting opinions, challenges and feedback on constituency devolved funds especially CDF, and discuss way forward, facilitated by Suny- Kenya (State University of New York – Kenya).

These forums will take place throughout the 25 constituencies. This very successful forum was graced by five (5) Members of Parliament namely Hon. Ekwee Ethuro Chair, CFC, Hon. Dr. Noor, Member CFC, Hon. Charles Kilonzo, Member CFC, Hon. Ndiritu Muriithi MP Laikipia West and Hon. Nelson Gaichuhie MP Subukia.

The forum was officially opened by Mr. Rugut, PC Central Province and presenters included the Treasury whose speaker Madam Ann Waiguru talked mainly on Economic Stimulus Project whose funding is to be channeled through the Constituencies, Fund Account managers/Chairmen on respective CDFCs, Dr. Ndii talked much on devolved funds since decentralization began in 1993.

These funds include Roads Maintenance, Rural Electrifcation, LATF, HIV/AIDS, Constituencies Bursary Fund, CDF and now Free Primary Education.  Many challenges like poor decision making, transparency, accountability and duplication face most devolved funds although there is high approval ratings, while Hon. Dr. Noor said that it is appreciated that CDF is elevating the life of Mwananchi.

Thematic group Discussions took place whose feedback will help the CFC amend rules and laws governing CDF. This forum was the first and Laikipia West was humbled to host the Members of Parliament and representatives of the other two Constituencies.

I tend to think the system used in our constituency to allocate the cdf bursary
is not good at all. This is because the forms that we fill could be filled by
anyone. I would request our MP to consider the dissemination of this funds to
the sub-location level where the area chief and "wazee wa mitaa"would
identify the illegible students.
To those concerned with CDF I have now applied
for the 4th time and awaiting to see the results. I hope this time I will not be
disappointed
